What to look for in a Fairfax County solar company

The county rules every installer works under

Fairfax County Land Development Services issues one residential solar record in PLUS for roof-mounted and free-standing systems, with the solar equipment entered on that record. A heavy-up or service change still takes its own electrical record. The county waives the permit fee on solar applications.

Three details change the path. Projects in the towns of Vienna and Clifton need the town's approval uploaded to the county record. The City of Fairfax and the City of Falls Church are independent cities with their own offices. The building code treats condominium and apartment buildings as commercial, so the residential process covers detached homes and townhouses.

Solar panels are permitted accessory structures on developed Fairfax County properties when they serve the property, according to the county's own solar page. The zoning question is rarely the obstacle. The electrical service usually is.

The solar permit and inspection process

Dominion or NOVEC

Fairfax County homes are served by Dominion Energy Virginia or by NOVEC, whose service territory includes Fairfax County and the Town of Clifton. Your bill settles which one is yours.

The two run different programs. Dominion uses the Net Metering Interconnection Notification, contingent approval, and a permission to operate email. NOVEC runs its own net metering under the State Corporation Commission's regulations and installs its own net meter. We file with both, so a NOVEC address is not an exception for us.

The county exemption and HOA law

Fairfax County's Department of Tax Administration exempts solar equipment for five years. The application goes in with the permit, and after the inspections are approved, Land Development Services forwards it to the tax office. Our incentives guide covers the full list with sources.

Much of the county sits under homeowner associations. Virginia Code 55.1-1820.1 bars an association from prohibiting solar on your own property unless the recorded declaration does, and limits restrictions that raise cost more than 5 percent or cut production more than 10 percent. It also lets an association control solar on common elements, which is why a condominium roof is the association's decision.
